Admin Staff on Phone (1)

 

The HR Specialist supports the mission of People’s Community Clinic by facilitating key Human Resources functions, including recruitment, onboarding, compliance, and employee engagement. In addition to core HR responsibilities (85%), this role also manages essential aspects of the medical education and internship program placements (15%), ensuring alignment with the clinic’s mission and compliance standards.

 

The starting range for this position is between $25.00  - $28.00  hourly.

Responsibilities

Under the direction of the HR Manager, this individual’s primary responsibilities are to:

Human Resources (85%)

  • Post job openings, manage candidate communications, and coordinate interview scheduling.
  • Facilitate new hire onboarding and orientation, ensuring timely completion of compliance documentation and requirements.
  • Maintain and update HR records, employee files, and the HRIS system with accuracy and confidentiality.
  • Respond to employee inquiries related to HR policies, benefits, and internal processes.
  • Assist with I-9 verification, employment. HRSA verification, clinical rotation, internship verification, and other general HR operations.
  • Manage monthly reports, including Referral Bonus Payout and 5-Year Bonus tracking; communicate bonus recipients to staff and submit EANs for bonus pay.
  • Support employee recognition, engagement, and wellness initiatives.
  • Manage merchandise and swag orders and uniform distribution to ensure staff have the required apparel and supplies.
  • Assist with internal HR audits, such as personnel file reviews, to ensure compliance with federal and state regulations.
  • Support the employee exit process, including scheduling exit interviews, collecting clinic property, and processing termination documentation.
  • Attend recruitment fairs and support recruiting efforts by representing PCC and engaging with prospective candidates.
  • Provide support for processing personnel changes such as hires, promotions, transfers, and terminations within HRIS.
  • Identify workflow improvement opportunities and collaborate with teams to implement solutions.
  • Adhere to HIPAA and confidentiality guidelines in all HR processes.

Clinical Rotation and Internship Coordination (15%)

  • Serve as the primary liaison for academic institutions holding MOUs with PCC and manage contracts and agreements related to medical education and internship placements.
  • Coordinate clinical placements and internships, ensuring students meet affiliation and documentation requirements.
  • Verify preceptor eligibility and payment eligibility for medical student preceptors.
  • Collaborate with clinical supervisors to track student and intern hours accurately according to funding and reporting requirements.
  • Track and coordinate offboarding for clinical learners and interns based on anticipated end dates.
  • Oversee and support recruiting efforts by utilizing clinical learners and interns as potential candidates to fill open roles.
  • Compile and submit the annual medical education and internship program report and UDS (Uniform Data System) clinical learner and intern data.

Qualifications

Education: 

  • High School Diploma/GED
  • Graduation from an accredited 4-year college or university with major coursework in a related field preferred.

Experience:   

  • 1 - 3 years of human resources experience.
  • Nonprofit experience preferred.
  • Healthcare experience preferred.

Knowledge, Skills, and Abilities:

  • Ability to address individuals and information tactfully and with a high level of sensitivity and confidentiality.
  • Exceptional customer service skills.
  • Knowledge of HR practices, policies, and procedures.
  • Demonstrated proficiency in human resources database or information system management.
  • Excellent verbal and written communication skills.
  • Ability to handle stressful situations calmly and professionally.
  • Strong attention to detail and problem-solving skills.
  • Outstanding organizational and time-management skills.
  • Ability to interact successfully with people from a variety of backgrounds and abilities. 

Certificate/License: PHR/SHRM-CP preferred.
